I've always thought that an adjective would come after the noun. for example: carro rojo.

I was doing some reading this weekend and came acrossed this 'hermosos hijos'

What is this all about?

Sometimes it is written like this to emphazise the adjective, it is very used poetically and you'll also find them in some articlesEmotion: stick out tongue

Yes just like I experienced in the foto section. "Una buena foto."

As well when an adjective speaks of a quality that is inherent and usually taken for granted, the adjective precedes the noun too. Like these;
    la blanca nieve
    los altos picos
Ususally the adjectives of quantity also comes before the noun.
    pocos libros
    muchos libros
