Is the letter "v" pronounced as a "b"?

Hola! Is the letter "v" pronounced as a "b" in spanish? I had my first spanish lessons in Chile and i don't remember "v" being pronounced as "b". In my spanish classes back here in the UK i am finding it hard to recognise some words because they are pronounced with a "b" instead of a "v". i.e. instead of saying vivo en Inglaterra , it would sound like bibo en ... ... Okay peeps. Some people tell me to pronounce the v like a "b" (like my Spanish teacher used to tell me), and some others (my friends) tell me to pronounce it like a normal "v". When I'm trying to speak Spanish, I just CAN'T figure out how to pronounce this damned "v". So I just pronounce it randomly like... a normal "v" a "b" a combination between "v" and "b". Sort of like a "v-b". Can you please help? Gracias!

Why say "El hombre tiene pelo negro." but then, "El hombre tiene el pelo azul."? Note the added "el" before "pelo". Is it because blue hair is not natural and black is? Or is it just a matter of saying it either way? Thanks.
