This "tratar" is different. It is used to refer to the topic something is about: el libro trata del calentamiento global.
Moreover, "se trata de" and "trata de" are different:
a) Siempre se trata de mantener el orden.

b) Él siempre trata de mantener el orden.
The usage of "se" in a) is to refer to anyone or everyone (impersonal).
