No lo quiero hacer in the preterite is no lo quise hacer if you want to be enfatic. (I didn't want to do it (and I didn't.))
However, if you want to say wanted you usually say "queria" if it's in the first person.
For example, What did he/she/you formal want?=Que queria? This is in the imperfect tense. In Spanish there are two past tenses.
Quise usually means "tried to."
Quise llamarle pero no estaba.=I tried to call him/her/you formal but he/she/you weren't there. The first verb is in the preterite and the second one is in the imperfect.
Yo-Quería, tu-quería, el, ella, ud.-quería, nosotros queríamos. uds., ellos, ellas querían
Yo-Quise, tu-Quisite, el, ella,ud.-Quiso, nosotros-quisimos, uds, ellos, ellas quisieron
